Assemblyman Cha Jusik of Gyeongbuk Says "Scope and Methods of Information Disclosure by Gyeongbuk Office of Education Are Limited"...Proposes Ordinance for Substantial Disclosure
Cha Jusik, a member of the Gyeongbuk Provincial Assembly (Independent, Gyeongsan District 1), announced that the "Ordinance on the Public Disclosure of Administrative Information by the Gyeongbuk Office of Education," which he sponsored, passed the review of the first session of the Education Committee at the 358th extraordinary meeting on September 23.
This ordinance bill, jointly sponsored by Assemblyman Cha and 22 other assembly members, aims to establish an institutional foundation that enables residents of the province to more easily access key administrative information from the Office of Education and actively participate in the educational policy-making process.
Although the Gyeongbuk Office of Education has operated an information disclosure system, there have been ongoing criticisms that both the scope and methods of disclosure are limited. As a result, there has been a consistent call for building a more substantial and systematic information disclosure framework, rather than merely formal disclosure.
Accordingly, the ordinance bill includes provisions on the principles of administrative information disclosure, the responsibilities of the superintendent, mandatory training and operational status checks for public officials, regular publication of key information such as budgets and settlements, debt status, audit results, and major statistics, as well as detailed procedures and methods for information disclosure requests, and regulations on the establishment and operation of an information disclosure review committee. These measures are designed to institutionally enhance the transparency and reliability of educational administration.
Assemblyman Cha Jusik emphasized, "The core of this ordinance bill is that it goes beyond formal disclosure to establish a practical system that allows residents to easily access and understand information," adding that it will serve as a turning point in strengthening trust between the Office of Education and the residents of the province.
