Yeoncheon County and ScatterX Sign MOU for Joint Development of AI Work Assistant for Public Officials
On September 25, Yeoncheon County in Gyeonggi Province (Governor Kim Deokhyun) and ScatterX (CEO Kang Myungsoo) announced that they have signed a memorandum of understanding (MOU) for the joint development and dissemination of a public official work AI assistant based on LG AI Research Institute's AI model 'EXAONE 4.0'.

View original imageThe core of this agreement is for Yeoncheon County public officials and a private AI company to collaboratively develop a practical AI assistant tailored to the needs of on-site administration, and to expand the completed service to other local governments.
Under the agreement, Yeoncheon County will propose features and service ideas needed in actual administrative settings and participate as a testbed to verify the accuracy and usability of the service. ScatterX will lead the entire planning and development process and will be responsible for operation, maintenance, further advancement, and expansion to other local governments.
Notably, ScatterX has agreed to recognize Yeoncheon County’s copyright for the AI work assistant that the county has contributed to planning and verifying, and to share a portion of the revenue generated from commercialization with Yeoncheon County. Through this, Yeoncheon County expects to generate non-tax revenue and establish itself as a leading model for nationwide dissemination of digital transformation achievements in the public sector.
The AI work assistant being developed will be designed to support a wide range of repetitive and standardized administrative tasks, including drafting responses to civil petitions, automating meeting minutes, preparing drafts of various reports and official documents, searching and summarizing policy materials, and answering questions about relevant laws and guidelines. In addition, it will operate in a secure environment that complies with Yeoncheon County’s internal data governance and will adopt a continuous improvement system that incorporates feedback from public officials to enhance usability and field suitability.
Kim Deokhyun, Governor of Yeoncheon County, stated, "By implementing a 'real-use-case' approach, where frontline public officials directly propose and verify desired features, we will be the first to realize an AI assistant that transforms the way we work in Yeoncheon. Through this agreement, we aim to not only improve the efficiency of public officials’ work but also elevate the quality of services for residents, and by expanding to other local governments, position Yeoncheon County as a leading municipality in public sector AI utilization."
Kang Myungsoo, CEO of ScatterX, said, "We are confident in our ability to deliver a highly reliable public work assistant using the latest generative AI technologies, including EXAONE 4.0. Yeoncheon County public officials, who best understand on-site needs, will take the lead, and we will serve as a strong partner through our technology and productization. Yeoncheon County and ScatterX plan to gradually pilot core functions within this year and expand to other local governments starting from areas where results are verified. Both sides have agreed to work together to achieve tangible outcomes in administrative innovation and present a model for AI adoption in the public sector.
