Gyeonggi Province Approves Yongin Semiconductor Cluster Amendment and Gimpo Yangchon 2 General Industrial Complex Plan
Yongin Semiconductor Cluster: Floor Area Ratio Raised from 350% to 490%, Building Height Limit Eased from 120m to 150m
Gimpo Yangchon 2 General Industrial Complex: 210,000 Square Meters, 19.8% Green Space for Eco-Friendly Development
Gyeonggi Province announced on September 19 that the Industrial Complex Planning Review Committee, which convened on September 18, approved both the amendment to the Yongin Semiconductor Cluster General Industrial Complex and the plan for the creation of the Gimpo Yangchon 2 General Industrial Complex.
This decision concretizes the core value of fostering advanced industries, a key pledge of the 8th popularly elected administration. The province aims to accelerate a virtuous cycle of investment, job creation, and regional cooperation through these initiatives.
The Yongin Semiconductor Cluster General Industrial Complex is an industrial complex being developed in Wonsam-myeon, Yongin City. Expansion was necessary to strengthen the global competitiveness and stabilize the supply chain of semiconductors, which are a national core strategic industry. The floor area ratio has been increased from the previous 350% to 490%.
This relaxation of the floor area ratio reflects decisions made by the Ministry of Land, Infrastructure and Transport's Industrial Location Policy Committee, and the Gyeonggi Province Industrial Complex Planning Review Committee has finalized the changes to the district unit plan. The height restriction for buildings has also been eased from 120 meters to 150 meters.
As a result, it will now be possible to expand production facilities, enabling immediate response to the increasing demand for cleanrooms and enhancing process efficiency, which is expected to lead to increased sales and job creation.
The Yangchon 2 General Industrial Complex is a small- to medium-sized industrial complex with an area of 210,000 square meters, scheduled for completion in 2028 within Gimpo Gold Valley. With a green space ratio of 19.8% and the creation of a habitat for the endangered gold-spotted pond frog, it presents a new model for harmonizing industry and ecology.
By clustering dispersed small and medium-sized factories, the complex will improve production and logistics efficiency, establish itself as a hub for balanced development in the northwestern region, and is also expected to strengthen the competitiveness of small and medium-sized enterprises and revitalize the local economy.
The approval of these two agenda items is also a result of Gyeonggi Province's efforts since May to streamline the industrial complex planning review process. Minor issues that could be supplemented were swiftly handled with conditional approval, and amendment reviews focused on key changes to minimize unnecessary repetition.
Additionally, by conducting preliminary consultations to identify and share core issues in advance and prepare response measures, the province has increased the approval rate and enhanced operational efficiency. Based on these improvements, Gyeonggi Province plans to establish a rapid yet rational review system going forward.
