Two Chinese-Korean Suspects in Their 40s Arrested in 'KT Micro-Payment' Case
Arrest Warrants Requested
Due to Concerns Over Flight Risk and Destruction of Evidence
Two Chinese nationals suspected in the "KT Unauthorized Micro-Payment" case have been apprehended by police.
On September 17, the Cyber Investigation Unit of the Gyeonggi Nambu Provincial Police Agency announced that they had arrested Chinese-Korean A (48) on charges of violating the Information and Communications Network Act (infringement) and computer fraud, and Chinese-Korean B (44) on charges of computer fraud and violating the Act on Regulation of Concealment of Criminal Proceeds.
From the end of last month to early this month, suspect A is accused of carrying illegal small base station equipment in a van and hacking the mobile phones of KT users in certain areas of the Seoul metropolitan area, making unauthorized micro-payments such as purchasing mobile gift certificates and recharging transportation cards. Suspect B is accused of converting the proceeds from these micro-payments into cash.
On September 16 at approximately 2:03 p.m., police arrested suspect A at Incheon International Airport as he was entering South Korea from China. On the same day, at around 2:53 p.m., suspect B was urgently apprehended in Yeongdeungpo-gu, Seoul.

A police official stated, "Considering the risk of flight and destruction of evidence, we have applied for arrest warrants and plan to investigate the specific motives and circumstances of the crime."
