Goyang City Steps Up Administrative Support to Normalize K-Culture Valley Complex Development Project
Private Operator Application Process Underway for T2 Site Arena

Goyang City in Gyeonggi Province (Mayor Lee Donghwan) is working closely with Gyeonggi Province to normalize the K-Culture Valley development project and is making every effort to prepare for its resumption.
In particular, the application process for selecting a private operator to build a culture and performance-centered complex facility is scheduled to close at the end of September 2025, marking a turning point for the project's restart.
On April 30, 2025, Gyeonggi Province officially announced a call for private developers for the T2 site, including the arena.
In early June, four private companies-Live Nation Korea, NHN Link, Nol Universe, and G2 Partners-submitted letters of intent to participate, increasing the likelihood of private sector involvement. During this process, the city has been reorganizing its support system, focusing on administrative procedures such as permits and changes to the district unit plan.
After the private operator application deadline, Gyeonggi Province plans to select a preferred negotiation partner in October through a proposal evaluation. Once the preferred negotiation partner is chosen, preparations for resuming construction are expected to begin in earnest. If construction preparations proceed smoothly, the arena construction is expected to resume at the end of May next year, with completion targeted for the end of 2029.
The city also plans to actively participate in establishing a master plan for areas outside the T2 site, strengthening discussions on development density and usage plans for commercial and lodging facility sites. Goyang City intends to solidify its cooperation system with Gyeonggi Province to provide the necessary administrative support for the project stakeholders.
