Yecheon Joins "Seoul Learn"... Expanding into "Jeon-guk Run" through Collaboration with Six Local Governments

Agreement Signed with Yecheon, Expanding Collaboration to Six Local Governments
"Seoul Learn 3.0" to Be Announced Next Week
Celebrating its fourth anniversary this year, Seoul's flagship educational welfare policy, "Seoul Learn," is expanding into a nationwide initiative, "Jeon-guk Run," by partnering with a total of six local governments, including Chungbuk, Gimpo, and now Yecheon.
On September 16 at 2:00 p.m., the Seoul Metropolitan Government held a fourth anniversary event under the theme "From Seoul to the Nation, Seoul Learn for All of Us" at the multipurpose hall of Seoul City Hall. The event was attended by Seoul Mayor Oh Sehoon, representatives from the six local governments collaborating with Seoul Learn, as well as around 200 students and graduates.

View original imagePrior to the ceremony, Seoul signed a "Business Agreement for Joint Utilization of the Seoul Learn Platform" with Yecheon in North Gyeongsang Province, making it the sixth partner for "Jeon-guk Run." Through this agreement, starting next month, 600 middle school students in Yecheon will receive support through the Seoul Learn online learning service. Previously, the city had signed Seoul Learn agreements with Chungbuk in December last year, as well as with Pyeongchang, Gimpo, Incheon, and Taebaek.
During the ceremony, the vision of "Seoul Learn for All of Us" was declared. As part of a performance, seven drones carrying flags representing Seoul and the six partner local governments flew onto the stage, and Mayor Oh and the representatives of each local government raised their respective flags.
The city appointed instructor Lee Jiyeong as the Seoul Learn ambassador. Having contributed as a special lecturer and mentor, Lee stated, "I will help expand fair learning opportunities." On the same day, Lee delivered a special lecture and held a Q&A session under the theme "Growth, Not Just Entrance Exams."
Seoul Learn was launched in August 2021 with the aim of providing an "educational ladder" by offering online lectures and one-on-one mentoring to underprivileged youth. Over the past four years, more than 36,000 people have used the service.
During this period, Seoul Learn members not only improved their learning capabilities but also reduced their private education expenses. According to this year's Seoul Learn career and academic advancement survey, 67.8% of high school seniors and above who took the college entrance exam after participating in Seoul Learn last year were admitted to universities. This represents a 4.9 percentage point increase compared to the previous year.
Additionally, according to a "Seoul Learn Effectiveness Survey" conducted by the Seoul Institute in June, 52.4% of households reported a decrease in private education spending after using Seoul Learn. The average monthly reduction in private education expenses for these households was 347,000 won, an increase of 91,000 won compared to last year.
As Seoul Learn enters its fifth year, the city plans to soon announce "Seoul Learn 3.0." The new version aims to develop Seoul Learn into an "educational platform for nurturing future talent" by providing pathways that go beyond simple learning support to include career exploration, advanced experiences, and even employment opportunities.
