Gyeonggi Province to Invest 580 Billion Won in Marine Industry by 2030
Starting next year, Gyeonggi Province will invest 580 billion won over five years to foster the marine industry, including the development of aquaculture species adapted to climate change and the establishment of the Gyeonggi Marine Leisure Cluster.
On September 8, Gyeonggi Provincial Government announced that it has established a marine industry development plan (2026-2030) in accordance with the second five-year comprehensive plan under the "Ordinance on the Promotion and Support of the Marine Industry," aiming for systematic advancement of the marine sector.
The comprehensive plan includes a total of 51 detailed projects, focusing on ten key areas: production, distribution, and processing of marine products; marine leisure and tourism; shipping, port, and logistics; and marine resources, among others.
First, Gyeonggi Province will invest 99.8 billion won in 18 projects related to the production, distribution, and processing of marine products. These projects include developing aquaculture species adapted to climate change, establishing the Gyeonggi Inland Fisheries Food Industry Support Center, and supporting the development of new products such as convenient meal kits.
In addition, 398.3 billion won will be allocated to 24 projects in the marine leisure and tourism sector. This includes building the Gyeonggi Marine Leisure Cluster, a hub center for expanding marine leisure infrastructure; establishing leisure vessel mooring infrastructure for storage and maintenance services; supporting overseas market entry for marine leisure companies in the province; and developing tourism courses for the "Eight Scenic Views of Gyeonggi Sea."
Furthermore, 77.2 billion won will be invested in five projects to revitalize Pyeongtaek Port, including incentives for shipping companies using the port and the development of a port hinterland complex.
Additionally, 6.5 billion won will be invested in four projects in the marine resources sector, such as creating a salt-tolerant plant complex to secure "blue carbon" and building a blue carbon absorption database. Blue carbon refers to carbon absorbed by marine ecosystems, such as seaweed and tidal flat sediments.
Through this development plan, Gyeonggi Province aims to implement a comprehensive growth strategy that preserves marine resources, expands marine leisure tourism, and strengthens the competitiveness of shipping and logistics while laying the foundation for new industries.
Park Jongmin, Director of the Department of Agricultural, Fisheries and Life Sciences at Gyeonggi Provincial Government, stated, "This plan is a comprehensive blueprint to foster the Gyeonggi Sea as a future growth engine. We will do our utmost to ensure that Gyeonggi Province leads the 'blue economy' era by promoting sustainable use of marine resources for economic growth and improved quality of life."

Meanwhile, Gyeonggi Province has been strengthening institutional support since enacting the "Ordinance on the Promotion of the Marine Industry in Gyeonggi Province" in 2011 and establishing its first five-year marine industry plan in 2013, laying the foundation for the development of the local marine industry. This year, the province further reinforced its support by newly enacting ordinances such as the "Ordinance on the Promotion of Marine Leisure Tourism in Gyeonggi Province" and the "Ordinance on the Utilization and Promotion of the Gyeonggi Sea Brand."
