Gwangju City Council to Convene Extraordinary Session on September 9... 36 Agenda Items Including Supplementary Budget and Ordinance Bills to Be Reviewed
The Gwangju City Council in Gyeonggi Province (Chairman Heo Kyunghaeng) will convene its 319th extraordinary session for seven days from September 9 to 15, 2025. During this period, the council will review and vote on a total of 36 agenda items, including the 3rd supplementary budget bill for 2025, the 2nd amendment to the fund management plan, various ordinance bills, and consent bills.
This extraordinary session aims to secure fiscal soundness and efficiency in the city administration for the second half of the year, as well as to address key issues closely related to citizens' daily lives.
On the first day, September 9, the first plenary session will be held to decide the session schedule, select a council member to sign the minutes, deliberate on the 3rd supplementary budget bill, and review the 2nd amendment to the fund management plan. Following this, the Special Committee on Budget and Accounts will be formed, and the Council Operations Committee will begin its activities, marking the start of full-scale deliberations on the budget and ordinance bills.
On September 10 and 11, the Administrative Welfare Committee and the Urban Environment Committee will review the supplementary budget bills and ordinance bills related to their respective departments. Through this process, major policies directly affecting citizens' welfare, education, environment, urban development, and transportation will be examined from multiple perspectives. Each standing committee will closely scrutinize the validity and necessity of the budget allocations to ensure that projects with a tangible impact on citizens can be implemented.
On September 12, the Special Committee on Budget and Accounts will reconvene to conduct a comprehensive review of the 3rd supplementary budget bill. As this supplementary budget is designed to facilitate the smooth implementation of major projects in the second half of the year and to address urgent civic issues, council members plan to carefully balance urgency with fiscal responsibility.
On the final day, September 15, during the second plenary session, the supplementary budget bill reviewed by the Special Committee on Budget and Accounts, along with ordinance bills and other agenda items deliberated by each standing committee, will be put to a final vote. This session is expected to lay the institutional foundation for stabilizing citizens' lives and resolving local issues.
