Dongjak District Launches Full-Scale ‘24-Hour Smart Emergency Care’ for At-Risk Isolated Households

Dongjak District in Seoul (Mayor Park Ilha) announced on August 29 that it will implement a ‘24-Hour Smart Emergency Care’ service to strengthen the safety net for socially vulnerable groups.
Earlier, in April, the district was selected for the ‘Smart Technology-Based Crisis Response Project for At-Risk Isolated Households’ by the Seoul Metropolitan Government, securing a budget of 50 million won and establishing the foundation for the project’s implementation.
This service targets 40 households experiencing social isolation, including elderly people living alone and those at high risk of solitary death. Non-contact biometric monitoring sensors based on AI and IoT will be installed in homes to continuously track heart rate, respiratory rate, body temperature, fall detection, occupancy status, and activity levels 24 hours a day.
If any abnormal signs are detected, emergency alerts will be sent immediately to both guardians and responsible personnel, enabling a swift response even in urgent situations. Through this initiative, the district expects to prevent solitary deaths among at-risk households and establish a smart care system.
In addition to this project, Dongjak District is taking the lead in preventing social isolation by operating various programs such as the Community Care Team, Smart Care Plug, AI Welfare Check System, Healthy Beverage Delivery Service, Voluntary Welfare Checks, a Dedicated Isolation Prevention Organization, and a Participation-Based Welfare Check Reward Program.
