US Secretary of State: Cooperation with Non-European Allies for Ukraine's Security Guarantees
"Territorial Boundaries Depend on Putin and Zelensky"
U.S. Secretary of State Marco Rubio stated on the 18th (local time) that the United States would cooperate with both European and non-European allies to establish security guarantees for Ukraine.
Secretary Rubio made these remarks during an interview with Fox News, addressing the issue of maintaining Ukraine's security, which is the most significant point of contention in the negotiations to end the war in Ukraine.
Earlier, U.S. President Donald Trump said at a White House summit attended by Ukrainian President Volodymyr Zelensky and European leaders that "Russian President Vladimir Putin has accepted (U.S. and European) security guarantees for Ukraine," adding, "I am optimistic that we can reach an agreement that will collectively deter any future (Russian) attacks on Ukraine." This is interpreted as a plan to provide Ukraine with security guarantees similar to Article 5 of the NATO Charter, which stipulates collective defense, while not granting Ukraine NATO membership.
Against this backdrop, Secretary Rubio's statement that the United States will cooperate not only with European allies but also with countries outside Europe has drawn attention to whether specific plans may include East Asian allies such as South Korea.
President Zelensky said at a press conference following the White House meeting that "we have received an important signal that the United States will participate as part of the security guarantees and help coordinate them," adding, "The details of the security guarantees will be prepared and formalized in a document within 10 days." He further stated, "Our partners will work out the security guarantees, and more and more details will be revealed."

Additionally, Secretary Rubio said in the interview that President Trump proposed to President Putin that he meet with President Zelensky. He stated, "Where to draw the line to stop the war will clearly be part of the discussion," emphasizing that the final determination of that boundary will be up to President Putin and President Zelensky. He added, "We will be there to facilitate and make that possible."
