Jeollanam-do Launches 2025 Eulji Exercise Amid Emerging Security Threats
Initial Situation Report Held on August 18

View original imageOn August 18, Jeollanam-do held the 2025 Eulji Exercise Initial Situation Reporting Meeting at the Chungmu Facility of the provincial office, attended by military commanders, provincial office directors, and central observation and evaluation officials. With this, the province launched practical exercises to prepare for new security threats.
During the meeting, a comprehensive review was conducted of preparations and safety measures in line with the progress of the exercise, ahead of the full-scale implementation of the Eulji Exercise.
The Eulji Exercise is an annual nationwide emergency preparedness drill organized by the government to protect the lives and property of citizens in the event of war, armed conflict, or a comparable national emergency.
It has been conducted every year since 1968, following the infiltration incident by North Korean armed agents, to establish a robust national emergency readiness posture. This year marks the 57th exercise.
This year, the exercise will be held nationwide over four days and three nights until August 21. It will involve 15,600 participants from 128 organizations, including administrative agencies at the township level and above, public institutions and organizations, and companies designated as key management targets.
In particular, the focus this year is on strengthening the government's emergency preparedness posture against new security threats. As seen in the Russia-Ukraine and Israel-Iran wars, the exercise will reinforce practical training to counter new security threats, such as attacks using advanced scientific technologies like drones and automatic location tracking systems (GPS), as well as cyberattacks.
Accordingly, joint training with relevant agencies will be conducted to respond to complex scenarios such as drone and cyberattacks on critical national and public facilities. Through these multi-agency scenarios, which require cooperation among civilian, government, military, police, and fire authorities, participants will hone their integrated response capabilities for national defense.
In connection with this, Jeollanam-do will conduct a "one agency, one drill" exercise, led by agency heads, simulating actual damage situations at critical infrastructure such as national key facilities, roads, and power installations.
Additionally, to master rapid wartime transition procedures, all public officials will undergo unannounced emergency call-ups, action drills to convert peacetime administrative systems to wartime systems, and procedural drills for the immediate promulgation of wartime legal provisions.
On August 20, a nationwide civil defense evacuation drill, in which all citizens will participate, will be held. This will include air raid evacuation training and drills to facilitate the passage of fire trucks and ambulances.
Eight cities and counties, including Naju and Damyang, which have been declared "special disaster zones" due to heavy rain damage, are excluded from this year's exercise to focus on disaster relief and rapid recovery for residents.

Kim Youngrok, Governor of Jeollanam-do, stated, "Ensure that residents directly participate in practical drills for responding to complex situations at critical national facilities and in the nationwide civil defense evacuation drill, reflecting the current security environment, so that Jeollanam-do's emergency preparedness capabilities and residents' security awareness are enhanced."
