Man in His 40s Punished for Stalking Unknown Neighbor 17 Times and Smearing Bodily Fluids on Front Door
A man in his 40s has been punished for stalking a neighbor he did not know, engaging in sexual acts, and smearing bodily fluids on their front door.
On August 15, Judge Song Jonghwan of the Chuncheon District Court, Criminal Division 1, announced that he had sentenced Mr. A (48), who was indicted on charges of violating the Stalking Punishment Act, housebreaking, and public indecency, to eight months in prison, suspended for two years. The court also ordered 40 hours each of probation, sexual violence treatment lectures, and lectures on preventing recidivism in stalking crimes.
Mr. A was brought to trial on charges of stalking Mr. B (49) of Hongcheon, whom he did not know, 17 times between May 24 and June 20 last year. His actions included listening at Mr. B’s front door to hear sounds from inside, spitting on the ground in front of the door, and inserting trash into the door gap.
The investigation found that about a year earlier, Mr. A had been informed by an apartment management office employee that there had been a complaint about him stalking a neighbor. Believing that Mr. B had filed the complaint, Mr. A committed the offenses. The indictment also stated that Mr. A exposed himself and engaged in sexual acts in front of Mr. B’s door, smeared bodily fluids on the door, or caught and threw them by hand. A week later, he committed a similar offense in front of another neighbor in their 40s.

Judge Song stated, "It appears that the victims experienced extreme fear due to each of these incidents," and pointed out, "The victims have not fully recovered from the harm." He added, "In determining the sentence, the court considered that the defendant has made efforts toward the victims’ recovery and has no prior criminal record."
