Conditional Approval Granted for Lifting GB Designation of Daejeon's Hagidistrict National Industrial Complex
Six Strategic Industrial Complexes:
Aerospace, Bio, Semiconductors, Defense, Quantum, and Robotics
The lifting of the Green Belt (GB) designation for the Hagidistrict National Industrial Complex, a key project site expected to drive the advancement of Daejeon's entire industrial sector, was conditionally approved during the Local Urban Planning Committee meeting held on August 7.
During the meeting, the committee engaged in in-depth discussions focusing on the necessity and validity of the project, the justification for site selection, the appropriateness of development density, public contribution measures, management plans for the site and surrounding areas, and restoration plans for damaged areas. Daejeon City emphasized the consistency with higher-level plans and the urgency of project implementation to persuade the committee members.
Since January of this year, the city has swiftly completed key procedures for lifting the GB designation, including preliminary consultations, public hearings, consultations with relevant agencies, and obtaining opinions from the city council. As a result, Daejeon City passed the Urban Planning Committee review?considered the most challenging stage?in just seven months.
Following the lifting of the GB designation, the city plans to promptly proceed with subsequent steps, such as establishing a special district development plan and obtaining approval for the implementation plan. The goal is to begin construction of the industrial complex in the second half of 2026 and complete it by 2029.
Lee Jangwoo, Mayor of Daejeon, stated, "Hagidistrict is a key project site that will drive the advancement of Daejeon's entire industrial sector," adding, "I thank the staff for quickly securing this first step of lifting the GB designation. Moving forward, we will expedite the remaining procedures to ensure the timely supply of an industrial complex specialized in six strategic industries: aerospace, bio, semiconductors, defense, quantum, and robotics. We aim to transform Daejeon into an advanced innovation city that attracts both businesses and talent."

Meanwhile, the Hagidistrict National Industrial Complex will cover approximately 230,000 square meters (70,000 pyeong) and will include public facilities such as roads and parks, as well as industrial, research, and residential facilities. It will be developed as an advanced industrial cluster that combines the excellent infrastructure and residential environment of the research and development special zone, in connection with government-funded research institutes, major corporate research centers, the Jukdong, Sinseong, and Banghyeon national industrial complexes, and KAIST.
