View original imageThe Korea Social Contribution Award, hosted annually by the Korea Federation of Entertainers and Artists and the Korea Press Representatives Council, recognizes individuals who have made outstanding contributions in various fields, including members of the National Assembly and local councils, as well as in administration, volunteerism, and culture.
Kim Heeseop and Seungah Chun, who were honored with the Basic Legislative Achievement Award, have both served on the Goyang City Council's Culture and Welfare Committee, where they have monitored municipal administration and worked to develop policies for the socially disadvantaged.
Kim Heeseop currently serves as vice chair of the Culture and Welfare Committee, taking a leading role in Goyang’s welfare and cultural policies. He has been particularly active in advocating for the systematic management of Gilbeot Store, which supports the economic activities of low-income residents, and in strengthening support policies for companion animals belonging to vulnerable groups.
He has also called for Goyang City to develop cooperation measures to resume the suspended CJ Live City project, and since the end of last year, he has led the 'Special Committee for Raising the Floor Area Ratio of Goyang’s First-Phase New Town,' to ensure that the Ilsan New Town redevelopment project reflects residents’ opinions and local characteristics. Through these efforts, he has worked to promote economic development and address pressing local issues in Goyang.
Seungah Chun, who also received the Basic Legislative Achievement Award, has been actively engaged in developing policies to secure safety nets for young people and the socially disadvantaged since being elected as the youngest local council member in 2022. Notably, she introduced the 'Goyang City Family Care Youth and Young Adult Support Ordinance' to assist young people facing difficulties in education and employment due to family caregiving responsibilities, and the 'Goyang City Stalking Prevention and Victim Support Ordinance' to address stalking crimes. She has also urged the establishment of a protection system for victims of dating violence.

View original imageChun has also called for consistent progress in the Bio Cluster development project and for strengthening the effectiveness of the Climate Companion Card, while highlighting deficiencies in the management of Goyang City’s subsidies and consignment projects, among other oversight activities.
Kim Heeseop stated, "It is an honor to receive such a meaningful award for my work as a city council member representing the citizens. I will continue to work closely with residents for the development of Goyang."
Seungah Chun also expressed her commitment, saying, "I will listen more closely to the difficulties faced by youth, young adults, and women, and work harder to create legislative activities and policies that bring real change to the community."

Meanwhile, the 2025 Korea Social Contribution Award and the 26th Korea Today Culture Award ceremony were held on August 6 at Bucheon City Council, where the efforts of awardees from various fields, including Gyeonggi Provincial Assembly members Kim Wankyu and Sim Hongsun (winners of the Metropolitan Legislative Achievement Award), were recognized.
