Yeongdeungpo-gu in Seoul (District Mayor Choi Hokwon) announced on the 29th that it had won the Grand Prize for the third consecutive year at the "2025 National Local Government Manifesto Best Practices Competition," hosted by the Korea Manifesto Implementation Headquarters on the 24th.

View original imageThe district received high marks for creativity, communication, and tangible impact by presenting its "Spring Flower Companion Barrier-Free Tourism Program" in the field of inequality reduction. In particular, Yeongdeungpo-gu was the only district among Seoul's autonomous districts to receive the Grand Prize in this category, drawing attention as a model policy case that considers socially disadvantaged groups.
The "Spring Flower Companion Barrier-Free Tourism Program" offers experiential programs that utilize auditory, tactile, gustatory, and physical senses for the visually impaired. This initiative, which Yeongdeungpo-gu has been implementing since last year as the first among Seoul's autonomous districts, aims to allow all residents to enjoy the spring flower festival without discrimination. At this competition, it was praised as a leading model of barrier-free tourism that could be applied to festivals nationwide.
The "Manifesto Best Practices Competition" is an event where local governments across the country share and disseminate outstanding policy cases. This year, 401 policies in seven categories competed. Yeongdeungpo-gu previously won the Grand Prize in 2023 with "We Mediate Space and Culture" and in 2022 with the "Redevelopment and Reconstruction Counseling Center." In addition, in May of this year, the district received the highest grade (SA) for the third consecutive year in the "National Local Government Heads' Pledge Implementation and Information Disclosure Evaluation."

Choi Hokwon, Mayor of Yeongdeungpo-gu, stated, "It is meaningful to receive excellent evaluations in areas closely related to residents' lives through district administration that puts residents first," and added, "We will continue to pursue good policies that residents can truly feel."
