Chungnam Provincial Council Submits 'Chungnam-Daejeon Administrative Integration' Opinion Hearing to Plenary Session

View original imageThe Chungnam Provincial Council's "Special Committee on Administrative Integration of Chungnam and Daejeon" (Chairman Shin Youngho) held its third meeting on July 28 and approved the "Agenda for Hearing Opinions on the Integration of Daejeon Metropolitan City and Chungnam Province." This agenda item will be submitted to the second plenary session of the 360th extraordinary meeting scheduled for July 29.
During the meeting, various issues were discussed, including specific matters related to the administrative integration initiative, the reliability of public opinion surveys, and the need to expand participation from the education sector and civil society.
Chairman Shin Youngho emphasized, "Issues regarding educational autonomy and legal matters can be discussed at the central level," and added, "Thorough preparation is needed through continuous communication with private organizations."
Vice Chairman Park Jeongsik stated, "We must focus on the core policies aimed at expanding local autonomy," and stressed, "The Office of Education, as a key party to the integration, must cooperate with Chungnam Province to ensure the process proceeds without misunderstandings."
Committee member Ko Gwangcheol noted, "A cautious approach is necessary, as seen in the case of the Daegu·Gyeongbuk integration," and pointed out, "Initial consultations on changes to major institutions such as the Office of Education and the Police Agency are crucial."
Kim Minsu, a committee member from the Democratic Party of Korea, raised concerns about the lack of public awareness and the effectiveness of special provisions, arguing, "Among the 257 special provisions, those with low effectiveness should be sorted out, and the inclusion of education and police sectors should be strengthened."
Committee member Lee Sanggeun remarked, "The synergy effect of local government integration is clear," but also expressed regret that "the opinions of residents and heads of basic local governments were excluded."
Committee member Lee Yongguk emphasized, "Although efforts have been made in a short period, the opinions of residents must be central moving forward," and added, "Communication should be strengthened to ensure that integration leads to revitalization of the local economy and addresses regional decline."
Committee member Pyeon Sambum pointed out the lack of reliability in public opinion surveys and insufficient collection of residents' opinions, stating, "The sample and survey process should be transparently disclosed, and the effectiveness of policy promotion should be enhanced during the remaining period."
Meanwhile, at the meeting, the resolution on integration was passed with six members in favor and one abstention.
