Ryu Gijun Urges Fundamental Solutions for Dongbok Dam's Structural Issues
Calls for Joint Research and Active Consultation Between South Jeolla Province and Gwangju City
Ryu Gijun, a member of the South Jeolla Provincial Council (Democratic Party of Korea, Hwasun 2), strongly criticized the repeated disaster risks caused by the lack of floodgates at the Dongbok Dam and urged South Jeolla Province to take proactive measures.
On July 24, during the 392nd temporary session of the provincial council, Ryu raised the issue of the structural problems of Dongbok Dam and demanded fundamental solutions.
Ryu referred to the fact that Dongbok Dam overflowed again due to heavy rain on July 17 and strongly criticized, "Despite damages amounting to about 4.6 billion KRW during the torrential downpour in 2020, Gwangju City maintains that installing floodgates is unnecessary. This stance is inconsistent and contradictory, especially considering the recent collapse evacuation drill that was conducted."
Regarding the installation of floodgates at Dongbok Dam, Ryu emphasized the need for South Jeolla Province to conduct a research project and to actively consult with Gwangju City. On the issue of readjusting the water source protection zone, he pointed out, "Hwasun County faces institutional limitations and cannot take independent action," and called for direct intervention and institutional reforms by South Jeolla Province.
In response, Kim Yungrok, Governor of South Jeolla Province, stated, "We will promote a joint research project with Hwasun County and South Jeolla Province for the installation of floodgates at Dongbok Dam, and will develop practical measures through consultation and pressure on Gwangju City." He added, "South Jeolla Province will also take an active role in institutional improvements, including the readjustment of the water source protection zone and the revision of management regulations."
Meanwhile, Ryu also proposed the necessity of establishing a social economy fund to create a sustainable local economic ecosystem. Governor Kim expressed his agreement with Ryu's proposal to create a fund totaling 15 billion KRW over three years, allocating 5 billion KRW each year, drawing significant attention.
