The partial amendment to the “Gwangju Seo-gu Regional Construction Industry Revitalization Support Ordinance,” proposed by Yoon Jungmin, a councilor of the Gwangju Seo-gu Council, passed the review of the Social and Urban Affairs Committee held on July 22.
This ordinance revision focused on securing administrative transparency and operating effective systems related to the construction industry (construction and construction services) within Seo-gu.
A new “information disclosure clause” has been established, allowing Seo-gu District Office to disclose subcontracting details of construction participants in the Seo-gu area, the status of local company participation, and the use of materials. This provides a concrete basis for verifying the participation performance of local companies during the construction project process.
In addition, the reward regulations, which were previously limited to construction companies and construction professionals, have been expanded to include public officials and related institution representatives who have contributed to revitalizing the local construction industry. The amendment also includes provisions to strengthen committee operations by clarifying the methods for forming and dissolving the committee and the procedures for convening meetings, in relation to the operation of the existing promotion committee.
On July 23, Councilor Yoon stated, “The local construction industry is a fundamental sector that greatly impacts the local economy and employment. Active support for local companies is necessary to revitalize the regional economy and prevent the outflow of young talent from Seo-gu. I hope that this amendment will enable the local construction industry to grow fairly and sustainably.”
Meanwhile, Councilor Yoon held a “Discussion Meeting for Preparing Support Measures to Revitalize the Local Construction Industry” in 2023, and has since continued ongoing consultations with construction association representatives to improve systems for the development of the local construction industry.
