Real-Time Security Threat Detection and Rapid Response to Cyberattacks
Fundamental Prevention of Internal Information Leaks by Outsourced Personnel
Siheung City in Gyeonggi Province has significantly strengthened the security systems of its public cloud infrastructure in response to a recent series of hacking incidents and internal information leaks.
On July 22, Siheung City announced that it has become the first municipality in the country to introduce both a Threat Management System (TMS) and an Online Outsourcing Control System to enhance public cloud security. After conducting tests on these systems, the city has begun full-scale operation of a dual-layer security system that analyzes abnormal traffic on the public cloud and controls access by outsourcing personnel.
The newly implemented TMS performs real-time security threat detection and abnormal behavior analysis based on cloud infrastructure, and is connected to the National Cyber Security Center, enabling a rapid response to various cyberattacks.
In particular, the city has also adopted the Online Outsourcing Control System to fundamentally block internal information leaks. This system controls the work environments of external developers and maintenance engineers, fundamentally blocking all internal leak channels such as document export, screen capture, and data copying using external storage devices. All work activities are recorded on video in real time, allowing for post-incident audits and tracking.
The city has applied these systems to three public cloud environments: KT Cloud, Naver Cloud, and Gabia Cloud.

Lim Byeongtaek, Mayor of Siheung, stated, "Security threats can arise not only from external attacks but also from the carelessness or intentional actions of insiders," and added, "We will continue to strengthen security to prevent information leaks by outsourced personnel and to safely protect the city's critical information assets and citizens' personal data."
