Incheon International Airport Corporation Selected as Top Bidder for Montenegro Airport Project
Incheon International Airport Corporation announced on July 21 that it had been selected as the top bidder for the 'Montenegro Two Airports Development and Operation Public-Private Partnership (PPP) Project' promoted by the government of Montenegro.
This project is a large-scale international bidding initiative that grants a 30-year operating right for Podgorica Airport, the capital airport of Montenegro located on the Adriatic coast of the Balkan Peninsula, and Tivat Airport, a major tourist destination. It is a key project aimed at expanding gateway infrastructure in Montenegro ahead of its accession to the European Union (EU).
Incheon International Airport Corporation outperformed several European operators with extensive airport management experience across Europe to be selected as the top bidder. Notably, this marks the first time that a Korean airport operator has surpassed European operators in the continental European market. The process must now go through an objection period, followed by the final selection of the preferred negotiation partner and the successful signing of a concession agreement with the government of Montenegro, in order to reach the final contract by the end of this year.
Unlike competitors who focused on large-scale initial investments and real estate-centered development, Incheon International Airport Corporation presented a differentiated bid based on operational efficiency and long-term profitability through a phased and optimized investment strategy. While meeting the minimum investment criteria required by the government of Montenegro, the corporation leveraged its operational expertise to optimize terminal space and other elements, achieving an investment reduction of approximately 100 billion won compared to competitors. The modular and expandable terminal design will reduce long-term operating costs while meeting international service standards.
This achievement is also regarded as a model case of the government-led 'K-Airport Export' strategy. Incheon International Airport Corporation formed a consortium with the Ministry of Land, Infrastructure and Transport, the Ministry of Economy and Finance, the Embassy of the Republic of Korea in Serbia, and Korea Overseas Infrastructure and Urban Development Corporation (KIND), benefiting from policy and diplomatic cooperation. In addition, the local network of KOTRA's Belgrade office enabled a thorough response tailored to the local bidding environment.
