Busan's Leap Toward a High-Density Advanced Special Zone
The Centum 2 District Urban Convergence Special Zone project, promoted by Busan Urban Corporation (BMC, CEO Shin Changho), has entered a full-fledged phase with the goal of obtaining implementation plan approval in 2026.
In line with the service for establishing the special zone implementation plan, which began in December 2024, Busan City and BMC are accelerating related administrative procedures. In addition, since May 2025, they have directly initiated various impact assessments, including those for transportation, environment, and disaster, in order to further drive the project forward.
The Centum 2 District was designated by the government as an Urban Convergence Special Zone in November 2024. Unlike existing industrial complexes located on the outskirts, it will be developed as a high-density innovation space that integrates industrial, residential, and cultural functions within the city. Busan City plans to attract advanced industry companies such as those in AI, ICT, robotics, and future mobility, aiming to create an urban ecosystem where both talent and businesses gather together.
The core of the project lies in realizing a space that integrates work, residence, leisure, and learning. The plan is to create a living environment where work and life, housing and education are balanced, thereby promoting both balanced regional development and economic vitality.
CEO Shin Changho emphasized, "The Centum 2 District Urban Convergence Special Zone will serve as a starting point for Busan to leap forward as a city with a global digital innovation ecosystem," adding, "We will create a sustainable advanced industrial complex that attracts talent and companies on its own."
Location competitiveness is also a key strength. The Centum 2 District is served by Subway Line 4 and the Donghae Line, and is adjacent to the Gyeongbu Expressway and Outer Ring Road, providing a highly accessible transportation network. Furthermore, once the expansion of Bansong-ro and the construction of the new Bansong IC are completed, transportation accessibility is expected to improve even further.
The surrounding area features high-end residential complexes such as Centum City and Marine City, as well as a concentration of cultural and commercial facilities including BEXCO and Shinsegae Department Store. Within a 10-kilometer radius, there are eight universities including Busan National University and numerous R&D institutions, creating favorable conditions for establishing an industry-academia-research cluster.
