Kim Dongyeon Marks Second Anniversary of Osong Disaster: "We Are Committed to Preventing Such Tragedies"
On July 15, Kim Dongyeon, Governor of Gyeonggi Province, paid tribute to the victims on the second anniversary of the Osong underpass disaster in North Chungcheong Province.
In a post on his social networking service (SNS) account that day, Governor Kim wrote, "Two years ago today, the Osong underpass disaster occurred," and reaffirmed, "With a renewed commitment not to repeat such a tragic event, we will once again examine the site and fulfill our responsibilities."
He continued, "The pen name 'Yeo Yudang' of Dasan Jeong Yak-yong contains the spirit of 'Yeo,' which means to cross a frozen river with caution, and the spirit of 'Yu,' which means to be wary of future dangers," adding, "This 'Yeo Yu' mindset offers a deeper lesson that goes beyond natural disasters."
He further stated, "It is Dasan's profound teaching to carefully look after the difficulties of people's livelihoods and the economy, the blind spots in welfare and care, and the shadows over vulnerable neighbors," and added, "These were words I shared in congratulating staff members who were newly promoted today."
Governor Kim said, "Although I have raised a heavy topic, I believe that everyone shares the same determination to build a safer and warmer Gyeonggi Province and Republic of Korea. I offer my condolences to the victims of the disaster and extend comfort to the survivors and bereaved families who are still struggling."

The Osong underpass disaster was a large-scale flooding accident that occurred on July 15, 2023, at the Gungpyeong 2 underpass in Osong-eup, Heungdeok-gu, Cheongju, North Chungcheong Province. Due to heavy rainfall, the temporary embankment of the Mihocheon River collapsed, causing approximately 60,000 tons of river water to rapidly flow into the 430-meter-long underpass within just two to three minutes. Seventeen vehicles became trapped, resulting in 14 deaths and 11 injuries, causing significant human casualties.
