To ensure smooth applications and prompt distribution, the city has formed a dedicated TF team and will assign dedicated personnel to each eup, myeon, and dong administrative district.
The city also plans to operate a "visiting application service" for vulnerable groups with limited mobility, such as the elderly and people with disabilities.
The distribution of the consumption coupons will take place in two phases. The first phase will run from July 21 to September 12, with differentiated support for recipients ranging from ordinary citizens to basic livelihood security beneficiaries. Ordinary citizens will receive 180,000 won per person, second-lowest income and single-parent households will receive 330,000 won, and basic livelihood security recipients will receive 430,000 won. The city has increased the amount from the previous standard by adding a 30,000 won bonus for non-capital regions.
The second phase will run from September 22 to October 31, during which an additional 100,000 won per person will be distributed to 90% of the population, selected based on income as determined by health insurance premiums.
Application methods include: ▲ credit or debit card company point recharge; ▲ mobile or debit card recharge via the "Chak" local gift certificate app; or ▲ visiting the local eup, myeon, or dong community center to receive paper gift certificates or prepaid card recharge. The consumption coupons can be used until November 30, 2025.
Usage is limited to affiliated merchants of the Suncheon Sarang Gift Certificate and small businesses with annual sales of 3 billion won or less. Usage is restricted at large supermarkets, department stores, entertainment, and gambling-related businesses. Through these measures, the city aims to naturally channel consumption into the local commercial sector.
The total project budget is 78.2 billion won, with 90% funded by the national government and 10% by the local government. Earlier this year, the city issued 120 billion won worth of Suncheon Sarang Gift Certificates to support the recovery of small businesses and the local economy. With the distribution of these consumption coupons, the city expects to provide tangible economic benefits to ordinary citizens and to boost actual consumption power, thereby contributing to revitalizing the local economy.
Mayor Noh Gwan-gyu stated, "I hope the Livelihood Recovery Consumption Coupons will revitalize the stagnant local economy and provide real help to small business owners and the self-employed," adding, "We will thoroughly prepare so that all citizens can receive the benefits without inconvenience."
