Balanced Regional Development Expected Through a Youth-Centered Welfare Model
Cheongyang County in South Chungcheong Province is moving forward with concrete plans for the establishment and operation of the 'Cheongyang Welfare Foundation,' which is being promoted to systematically respond to the rapidly increasing demand for welfare services.
On July 4, the county held the 'Final Report Meeting on the Study of Establishment and Operation Plans for the Cheongyang Welfare Foundation' in the county office situation room, attended by County Governor Kim Dongon and about 20 members of the Community Social Security Council.
This research project aims to determine the feasibility of expanding the functions of the Cheongyang Welfare Foundation and to develop mid- to long-term management strategies, in order to ensure stable project implementation and to establish optimal operational plans.
At the meeting, the Knowledge Industry Research Institute, which conducted the study, presented on key topics including: plans for the organization and staffing of the welfare foundation, proposals for new projects by objective, and detailed implementation strategies.
In particular, a comprehensive analysis of Cheongyang County's welfare policies and public service demand concluded that it is possible to expand welfare functions with a focus on youth policy. This suggests that the foundation can be established as a leading welfare platform for youth policy.
The report also included strategies and organizational design directions to address regional imbalances in welfare services, an analysis of the current operation of youth facilities, and proposed measures for balanced regional development.
The county is expected to establish a welfare governance system with a professional and long-term vision in order to effectively respond to the rapidly increasing welfare demand.
It is also analyzed that, as the welfare responsibilities of local governments expand, the need for an independent organization to implement practical and efficient welfare policies is increasing.
In addition, the welfare foundation is expected to play an important role in strengthening the efficiency of social welfare services, including integrated management of welfare resources through public-private cooperation and the coordination of overlapping projects.
The county plans to officially launch the welfare foundation in June next year after amending relevant ordinances and completing administrative procedures.
Governor Kim Dongon stated, "The Cheongyang Welfare Foundation will be established as a specialized local welfare institution that actively responds to the diverse welfare needs of residents and social changes," adding, "We expect it to become the core foundation for building a leading Cheongyang-style welfare model."
