Yongin City in Gyeonggi Province announced on June 27 that it has completed disaster restoration work on a mountain area in Namdong, Cheoin District, where retaining walls and slopes had collapsed and soil had been left exposed following heavy rainfall in July last year.

View original imageThis site had received building permits for the construction of single-family homes. However, after the heavy rainfall last year, the collapse of retaining walls and slopes raised concerns about potential secondary damage to nearby residential areas.
As the site remained neglected for an extended period, the city utilized the 'mountain restoration funds' insurance deposited with Seoul Guarantee Insurance to install retaining walls and carry out slope maintenance and other disaster restoration work. The 'mountain restoration funds' system, established under the Mountain Management Act, requires permit applicants to deposit funds in advance to cover the costs of preventing or restoring damage such as soil runoff or landslides. If the business operator fails to carry out the restoration, the permitting authority is authorized to perform the restoration on their behalf.
By implementing this restoration project, the city has established a precedent for acting as an agent in restoration efforts. It plans to respond swiftly and proactively in similar situations where disasters are likely to occur.

Lee Sangil, Mayor of Yongin, stated, "With this case as a precedent, if there are any sites that are left neglected in the future, we will actively carry out restoration on behalf of the business operator using the mountain restoration funds, in order to prevent disasters and restore the mountain areas to their original state."
