Gwangju City Reassigns Director-Level Officials: "Right People in the Right Positions"

View original imageOn June 26, the Gwangju City Government announced the reassignment of four director-level officials, effective July 1.
This personnel reshuffle was carried out on a necessary and minimal scale to ensure continuity and organizational stability in the latter half of the 8th popularly elected administration, as well as to strengthen the city’s capacity to respond to the central government, including securing national funding.
Junyoung Kim, previously Director of the Urban Space Bureau, was promoted and appointed as Director of Citizen Safety, a position that has been upgraded to Grade 2. The Director of Citizen Safety is responsible for overseeing comprehensive safety management in order to respond swiftly and systematically to various disasters and safety incidents. Based on his diverse experience in transportation, architecture, autonomy, and culture, Kim is expected to serve as the control tower for disaster and safety management, in line with the Lee Jaemyung administration’s emphasis on disaster and safety reinforcement.
In particular, to resolve confusion in the management of urban railway construction, the city plans to directly manage construction progress and respond to citizen damages through the newly established “Safety Civil Complaints and Fairness Situation Task Force” within the Citizen Safety Office.
Changmo Yoon, previously Director of Tourism City Division, was promoted and appointed as Policy Planning Officer, responsible for planning and designing Gwangju’s major policies. As Director of Tourism City Division, Yoon led the proclamation of “2025 Visit Gwangju Year.” He is recognized as a practical administrator who can actively engage with the central government, the National Assembly, and the city council, and is considered the right person to organically link and implement the Lee Jaemyung administration’s national policy tasks with Gwangju’s municipal policies.
Geumhwa Park, previously Director of Architectural Landscape Division, was promoted and appointed as Director of the Urban Space Bureau. Park has held key positions in the architectural field, including Head of Architectural Facilities, Director of Park Creation, and Director of Architectural Landscape. He is expected to pursue sophisticated and balanced urban policies.
Eunok Jeon, previously Policy Planning Officer, was appointed as Director of Culture and Sports, a position that had been vacant. Jeon is recognized as the right person to realize both the Lee Jaemyung administration’s national policy direction and Gwangju’s vision of becoming a “city where culture flourishes” and an “exciting city where imagination becomes reality,” based on her deep understanding of overall city administration.
Sangyul Kim, Director of Personnel Policy, stated, “This personnel reshuffle focused on placing competent individuals in the right positions to lead Gwangju’s sustainable growth and improve the quality of life for citizens,” adding, “We will create an organization that responds organically to Lee Jaemyung administration policies and delivers tangible changes and results that citizens can feel.”
Meanwhile, starting with the reassignment of director-level officials, Gwangju City plans to sequentially implement reassignments for Grade 4, Grade 5 and above, and Grade 6 and below officials.
