Gapyeong County Excels in Small Business Support... Ranks Second in Provincial 'Survival Rate'
61.1% Three-Year Survival Rate After Startup
Field Communication and Tailored Support Provide Strong Backing
The three-year average survival rate for small business owners in Gapyeong County, Gyeonggi Province (Governor Seo Taewon), stands at 61.1%, ranking second among the 31 cities and counties in the province and drawing significant attention.

View original imageAccording to the "Current Status of Small Business Survival Rates in Gyeonggi Province" surveyed by the Gyeonggi Province Market and Commercial District Promotion Agency on June 25, 2025, the three-year average survival rate for small businesses in the province is 50.9% as of 2024. Gapyeong County's rate is 10.2 percentage points higher, placing it in second place.
The small business survival rate refers to the percentage of newly established businesses that continue operating without closing for a certain period. Gapyeong County's three-year average survival rate is also significantly higher than the provincial average across various sectors. For the service industry, Gapyeong County recorded a three-year survival rate of 84.3%, ranking first in the province (average 63.2%). Even in the highly competitive restaurant sector, Gapyeong County achieved a rate of 52.3%, ranking second in the province (average 41.3%).
Nationwide, the survival rate for self-employed businesses has stagnated or declined due to a combination of factors, including a prolonged economic downturn, changes in consumer patterns, the expansion of the online market, and rising fixed costs.
An official from the Gyeonggi Province Market and Commercial District Promotion Agency stated, "As of 2024, when breaking down the survival rates by industry, the service sector shows the highest survival rate, while the restaurant sector has the lowest. In the case of restaurants, the low entry barrier leads to a high number of new businesses compared to other sectors, but this also increases competitive pressure, resulting in a lower survival rate."
Gapyeong County provides comprehensive support from business startup to growth and securing sales channels through initiatives such as the "First Step Startup Support Project" to ease the initial financial burden, improvements to the business environment, promotional marketing and the operation of an SNS promotion team, the public delivery app "Baedal Teukgeup," and fostering local youth creators.
To revitalize traditional markets, the county is also working to improve the market environment through measures such as fostering digital traditional markets, implementing a market management package, supporting traditional market fire insurance, and assigning traditional market managers. In addition, Gapyeong County actively participates in government and Gyeonggi Province public contest projects to secure budgets and diversify its initiatives.
