Establishing an Institutional Foundation for Youth Agricultural Education in Yeoncheon County
On June 23, the Yeoncheon County Council in Gyeonggi Province passed the "Ordinance on Supporting 4-H Activities in Yeoncheon County" during the fifth session of the 294th regular meeting, thereby establishing an institutional foundation for educating local youth on the value of agriculture and fostering creativity. The ordinance was proposed by Chairperson Kim Mikyung of the 9th Yeoncheon County Council.

View original image4-H activities, which aim to promote the healthy development of youth and enhance their understanding of agriculture and the environment, are programs based on the four principles of Head, Heart, Hands, and Health. These programs include agricultural education, environmental conservation, and community participation. However, there have been ongoing concerns in Yeoncheon County about the lack of systematic policy support and financial backing, making it difficult to operate these programs in a continuous and stable manner.
Chairperson Kim Mikyung stated, "Although Yeoncheon County, as a rural community, offers an ideal environment for youth to learn the value of agriculture and the importance of life, there has been a lack of institutional support to back this up. Through the enactment of this ordinance, we aimed to provide a practical foundation for young people to cultivate agricultural values and grow into creative talents."
This ordinance, based on the "Korea 4-H Activities Support Act," stipulates systematic and continuous support for youth 4-H activities within Yeoncheon County. According to the ordinance, the county governor is required to establish and implement an annual "4-H Activities Support Plan," which should include the direction and implementation strategies for the projects, as well as plans for fostering professional personnel.
Additionally, 4-H organizations within the county may receive operational and project funding within the budgetary limits, and these organizations must submit a project plan and performance report to the county governor. Matters related to the management and execution of subsidies are to be governed by the "Yeoncheon County Local Subsidy Management Ordinance."
The implementation of this ordinance is expected to further revitalize 4-H activities among Yeoncheon County youth. In particular, strengthening character education based on interest in agriculture, the environment, and the community is anticipated to have a positive impact on the sustainable development of the local community.
Chairperson Kim Mikyung remarked, "This ordinance will serve as a solid foundation for young people to develop a deep-rooted agricultural spirit and grow into talents who will lead the future of rural society. The council will continue to monitor and improve policies to ensure ongoing policy attention and budget support at the county level."

She added, "I hope that with the enactment of this ordinance, Yeoncheon County will emerge as a leading local government in youth agricultural education," emphasizing the significance of the ordinance.
