Bum Nam Yang Proposes Legal Support for Commercialization of Fully Autonomous Driving
Representative Proposal of the "Act on Road Operation of Autonomous Vehicles"
On June 23, Bum Nam Yang, a lawmaker from the Democratic Party of Korea representing Gwangju Seo-gu Eul, proposed the "Act on Road Operation of Autonomous Vehicles," which aims to ensure the safe road operation of fully autonomous vehicles and to protect public safety.
This bill was prepared to provide legal support for the commercialization of fully autonomous driving in South Korea by 2027, as well as to establish a system to promote the early commercialization of autonomous driving, which is one of President Lee Jaemyung's national policy objectives. It was also initiated to proactively establish an institutional foundation for traffic safety and public protection.
The bill stipulates that the Commissioner General of the Korean National Police Agency must establish a basic plan for autonomous vehicle road traffic every five years. It also sets out compliance requirements for autonomous vehicle drivers and mandates traffic safety education for autonomous vehicle drivers.
In addition, the bill comprehensively defines the roles of the police in relation to autonomous driving, including the collection and analysis of accident recorder data, the collection and provision of traffic information, and the establishment of an Autonomous Driving Road Traffic Policy Committee.
Yang stated, "It is necessary to establish a safety management system and legal foundation that match the advancement of technology so that autonomous driving technology can operate safely on actual roads and the lives of the public can be properly protected," adding, "I hope this bill will serve as a starting point for that effort."
