The personal information of Yoon Jungwoo (48), who murdered a woman he had been stalking and then fled before being apprehended four days later, has been made public.
On June 19, the Daegu Police Agency announced on its website that it would disclose Yoon Jungwoo’s face, name, and age for 30 days. The police, who convened a personal information disclosure review committee on this day, stated, "Disclosure of personal information is necessary for the public interest, including crime prevention, as the brutality and seriousness of the crime are recognized, there is sufficient evidence of the crime, and the public interest outweighs other considerations." Since Yoon did not object to this decision, his personal information will be made public until July 21.
Yoon is accused of climbing up the gas pipe of an apartment building in Dalseo-gu at around 3:30 a.m. on June 10, reaching the sixth floor, attacking the victim with a weapon and killing her, and then fleeing to a mountain in Bugang-myeon, Sejong City. He hid in the mountains and was apprehended at around 10:45 p.m. on June 14 in front of a container warehouse on the roadside in Jochiwon-eup, Sejong City. At the time, Yoon was caught by police lying in wait while on his way to meet an acquaintance after contacting them to obtain cash.
After investigating the motive and other circumstances of the case, police charged him with retaliatory murder under the Act on the Aggravated Punishment of Specific Crimes. Under this law, the minimum sentence for retaliatory murder is 10 years, which is heavier than the minimum sentence for murder under the Criminal Act.

Previously, about a month earlier, police had applied for an arrest warrant for Yoon on charges of violating the Act on Punishment of Stalking Crimes and other offenses after he visited the victim and threatened her with a weapon. However, the court rejected the request. At that time, police took safety measures such as installing an intelligent closed-circuit television (CCTV) in front of the victim’s home.
