Ruling and Opposition Parties' Chief Deputy Floor Leaders to Meet Again on the 23rd
On June 19, the ruling and opposition parties discussed the coordination of the National Assembly plenary session schedule and the allocation of standing committee chairmanships, but failed to reach an agreement. Both parties agreed to meet again on June 23 to continue negotiations.
Moon Jinseok, the Democratic Party of Korea's chief deputy floor leader, and Yoo Sangbum, the People Power Party's chief deputy floor leader, met for about an hour and 20 minutes in the afternoon, but were unable to reach a conclusion.
After the meeting, Moon told reporters, "The opposition is demanding two additional standing committees, but it is not easy to change the results negotiated by the previous floor leadership."
In response, Yoo said, "It is regrettable that the ruling party's position has not changed at all since yesterday," adding, "Many prominent Democratic Party politicians have pointed out that there is no precedent for the largest party in the Assembly to take charge of the Steering Committee, the Legislation and Judiciary Committee, and the Special Committee on Budget and Accounts all at once."
Regarding the People Power Party's demand for the chairmanship of the Legislation and Judiciary Committee, Yoo stated, "We made this request because it is necessary to ensure proper checks and balances within the National Assembly," and added, "Unlike last year, the administration has changed and the opposition has become the ruling party, so we requested a redistribution of committee chairmanships accordingly. We confirmed that there is a significant gap between the two sides."
He went on to say, "The previous floor leadership reached an agreement after the Democratic Party won a landslide victory, and after selecting all the committee chairmanships they wanted, they left the remaining committees vacant and pressured the ruling party to decide whether to take them or not," adding, "I cannot agree with the claim that this was a true negotiation."
Further consultations are also required regarding the supplementary budget bill. Yoo explained, "There has been no discussion on the supplementary budget bill itself during the talks between the chief deputies," and added, "Various opinions will be presented at the People Power Party's floor countermeasures meeting tomorrow."

The two chief deputy floor leaders are scheduled to meet again on June 23 to revisit the plenary session schedule and the allocation of standing committee chairmanships. Moon stated, "Yoo provided me with materials to study the history of the allocation of committee chairmanships so far," and added, "I will review the materials and we agreed to meet again on Monday (the 23rd)."
