"Disaster Response Manuals Are Perfunctory"... Gwangju Bukgu Council Calls for Administrative Innovation
Joo Sunil Points Out Issues in Safety Infrastructure Budget Execution
Calls for Improved Effectiveness of Drills and Civil Complaint Response System
Joo Sunil, a member of the Gwangju Bukgu Council (Democratic Party of Korea, Unam 1, 2, 3-dong, Dongnim-dong), closely examined the overall disaster safety response system and safety infrastructure management during the Administrative Affairs Audit of the Safety and City Committee held on June 18. He called for administrative innovation and greater efficiency in budget execution.
Joo addressed departments related to disaster management, including the Safety Management Division, Construction Division, and River Disaster Prevention Division. He pointed out issues such as the operation status of emergency response manuals, the effectiveness of joint disaster response drills, the systematic replacement of safety equipment such as CCTV and emergency bells, and the unit cost and inventory management of gas masks. He particularly emphasized that "emergency manuals for various disasters are being operated only in a perfunctory manner, and training with related agencies is not leading to actual improvements in response capabilities."
He also criticized the unstructured replacement of outdated safety equipment and inefficiencies in the selection of contractors and budget execution related to gas masks. He further stated that "prompt response to civil complaints and improvements to living infrastructure are also urgently needed."
Joo said, "Through this audit, I have thoroughly reviewed the policy achievements and problems of the past year," adding, "I will continue to fulfill my responsibilities in legislative activities for the lives and safety of residents."
