Noh Soyoung of Gwangju Namgu Council Calls for Utilizing Building Under Lien Rights for Songam-dong Administrative Welfare Center
A proposal has been raised to utilize a building under lien rights as a solution to the long-standing stagnation regarding the construction and relocation of the Songam-dong Administrative Welfare Center in Nam-gu, Gwangju.
Noh Soyoung, a member of the Gwangju Namgu Council, stated during a five-minute free speech at the second plenary session of the 312th regular meeting on June 16, "To resolve the issue of constructing and relocating the Songam-dong Administrative Welfare Center, we should consider utilizing a building under lien rights." "The construction of the Songam-dong Administrative Welfare Center has been under discussion for a long time without any substantial progress. As the residents have been waiting for too long, it is time to seek a practical solution," she emphasized.
The Songam-dong Administrative Welfare Center construction project was selected as part of the 2021 Living SOC Complex Project but ultimately was not implemented. Council member Noh pointed out that the options currently being considered by the administration?such as using the transportation and parking lot sites, idle land in Imaam-dong, and joint occupancy of the Mobility Complex Hub Center?also carry significant uncertainties.
She further noted that the inclusion of the Complex Hub Center in Gwangju's urban regeneration activation plan is itself uncertain, and even if it proceeds, occupancy would likely not be possible until after 2028.
Noh Soyoung explained regarding the building under lien rights, "While there are legal and administrative risks, it is worth reviewing the feasibility of utilizing it through lawful procedures and reasonable negotiations." She added, "If the building is already constructed to a usable level, it could be considered as a temporary office until the Complex Hub Center is ready for occupancy."
She continued, "This is not only an option for new construction but also a realistic solution to the immediate challenge of securing a temporary relocation site." She added, "If the building under lien rights is close to the residents' living area, the process of reviewing its potential use would also allow for more direct collection of residents' opinions, which adds value to considering this option."
