Hongseong County Council Holds Final Report Presentation on Study for Financial Efficiency Measures

View original imageThe Policy Research Group for Financial Efficiency, a research organization of the Hongseong County Council in South Chungcheong Province, held the final report presentation for the "Study on Measures to Improve Financial Efficiency through Financial Diagnosis of Hongseong County" on the afternoon of June 9 in the small conference room on the first floor of the county council building.
The presentation was attended by Yoon Ilsun, head of the Policy Research Group; Kim Deokbae, chairperson; Kim Eunmi, vice chairperson; and council members Shin Donggyu, Moon Byungo, and Lee Jeonghee, as well as other members of the research group and relevant public officials. Based on the financial diagnosis analysis provided by the consulting firm, participants engaged in in-depth discussions on institutional improvement measures that could be applied to Hongseong County.
The Local Autonomy Development Institute, which was responsible for the research project, presented measures during the final report session to secure efficiency and soundness in Hongseong County's fiscal management, as well as strategies to strengthen the organizational capacity of the Hongseong County Council.
The proposed measures included: ▲ bold restructuring of expenditure, ▲ measures to prevent the recurrence of excessive pre-reflection of net world surplus, ▲ restructuring such as the abolition of special accounts, ▲ establishment of a fiscal research and analysis department within the council’s administrative office, and ▲ institutionalization of the Special Committee on Budget and Accounts.
Yoon Ilsun, head of the research group, stated, "The fiscal education conducted during the project greatly contributed to strengthening the capabilities of the council members," and added, "We will review the proposed measures and strive to actively incorporate them into county administration."
Meanwhile, since March, the Policy Research Group for Financial Efficiency of the Hongseong County Council has conducted a total of four fiscal education and research activities. The group plans to make recommendations to the executive branch so that the measures proposed in the research results and the consulting firm's report can be applied to actual policy formulation and implementation, and will conclude its activities at the end of June.
