Enhancing Selective Monitoring Efficiency by Increasing District Data Learning and Reducing False Positives
Gwanak-gu (District Mayor Park Junhee) is accelerating efforts to create a smart and safe city by expanding the installation of intelligent surveillance cameras (hereafter referred to as intelligent CCTV) with high monitoring efficiency, aiming to eliminate blind spots in public safety.
The intelligent CCTVs being installed in Gwanak-gu are equipped with a "selective monitoring" system that uses artificial intelligence (AI) technology to recognize and analyze specific behaviors or situations captured on video. When the system detects situations such as a person loitering or suddenly collapsing, it immediately notifies the control center in real time so that monitoring personnel can quickly assist the resident in need.
This year, the district plans to newly install a total of 100 intelligent CCTVs in 25 security-vulnerable locations and to replace 258 outdated CCTVs with intelligent systems.
Currently, out of the total 6,614 CCTVs installed in the district, approximately 2,300 are intelligent CCTVs, resulting in a conversion rate to the selective monitoring system of 35%. The district aims to raise this conversion rate to 50% through the newly installed and replacement units.
In addition to crime prevention and emergency detection, the district is utilizing intelligent CCTVs in various other fields. The selective monitoring system has improved residents' mobility by checking the floating population by area and optimizing shuttle bus routes. In the future, it is expected to contribute to developing region-specific strategies for revitalizing local commercial districts by analyzing visitor data from traditional markets and alley-type shopping streets.
In April, the district was selected as a pilot institution for the "AI-based Local Government CCTV Monitoring Support System Construction Project" hosted by the Ministry of the Interior and Safety.
The district will provide actual CCTV footage to the Ministry's video-based learning data platform, thereby enhancing the efficiency of selective monitoring by reducing false positives through AI learning. At this time, the CCTV footage will be anonymized using AI technology to remove personal information such as faces, ensuring that safer and higher-quality AI learning data is provided.
