Pohang City is introducing card-type portable voice recorders as protective equipment to create a safer working environment for civil service officers handling civil complaints.

View original imageStarting from May 2, the city has been sequentially distributing the devices to the civil complaint offices at City Hall, Nam-gu and Buk-gu district offices, and administrative welfare centers in towns, townships, and neighborhoods. A total of 145 recorders are planned to be distributed by the end of May.
The card-type voice recorder is small and easy to carry, making it effective in preventing malicious civil complaints such as verbal abuse and sexual harassment during civil service interactions. It can also be used as legal evidence in the event of illegal acts, which is expected to provide substantial protection for the rights and interests of civil service officers.
In addition to distributing these devices, the city is continuously implementing various protective measures for civil service officers at the frontlines, including installing emergency bells in civil complaint offices, introducing wearable cameras, conducting training for responding to unusual complaints, and designating a dedicated department for legal action against illegal acts related to malicious complaints.
A Pohang City official stated, "We have introduced the card-type voice recorder as a minimum measure to protect civil service officers who respond to civil complaints on the frontlines from unexpected situations," and added, "We will continue to do our best to eradicate chronic malicious complaints such as verbal abuse and assault, and to create an environment where citizens and civil servants can communicate safely and with mutual respect."
