Goheung County Enacts 'Ordinance on Supporting Hikikomori'
The First Step Toward Addressing Social Isolation
Goheung County in South Jeolla Province announced on May 21 that it has enacted the 'Goheung County Ordinance on Supporting Hikikomori' and established an institutional foundation to address social isolation.
This ordinance was introduced in response to the increasing number of young people and middle-aged individuals who remain isolated at home and disconnected from society for extended periods. It includes comprehensive support measures such as surveys on current conditions, support projects, and the establishment of collaborative systems.
According to the ordinance, Goheung County plans to establish a customized support system to assist the gradual reintegration of hikikomori into society. This will be achieved by assessing their living conditions, providing psychological and emotional counseling, offering education and vocational training, and connecting them with social participation programs such as self-help groups.
The enactment of this ordinance is expected to play a significant role in eliminating welfare blind spots as part of a comprehensive strategy to prevent solitary deaths, promote mental health, and address the issue of social isolation.
An official from the county stated, "The issue of hikikomori is no longer a personal matter but a complex issue that urgently requires social support," adding, "With the enactment of this ordinance, we will actively support isolated neighbors so that they can rejoin the community."
