During the 358th temporary session of the Chungnam Provincial Council, Koo highlighted the need to strengthen refrigerant management in Chungnam through his policy questions. He proposed specific policy alternatives, including: inspecting and establishing systematic management plans for refrigerant management in Chungnam-owned facilities; establishing refrigerant recovery and processing hub centers; introducing a computerized refrigerant management system; and expanding private sector participation as well as providing economic incentives.
Following Koo’s proposals and policy questions, Chungnam Province has reportedly begun preparing for systematic refrigerant management, including conducting a survey on refrigerant-using equipment in the public sector within the province, as a proactive measure to achieve greenhouse gas reduction targets and to enhance refrigerant management.
Koo stated, "This has once again confirmed that refrigerant management is essential for achieving carbon neutrality," and added, "I will continue my policy efforts so that Chungnam can become a model for climate crisis response and green growth."
Meanwhile, Koo is serving as Vice Chairman of the Provincial Council's Planning and Economy Committee and as Vice Chairman of the Democratic Party of Korea's Carbon Neutrality Committee.
