Consistency in Contract Operations and Efficient Budget Execution Expected
Mapo-gu (District Mayor Park Kangsu) has launched the "Development of Standard Bidding Manual Service," becoming the first autonomous district to do so, in order to enhance the transparency and efficiency of its bidding and contract processes.
The district carries out various types of contracts, including construction, services, and goods.
Although there are basic guidelines such as the Local Contract Act and the Seoul City Practical Manual, there has been a lack of concrete, practice-oriented standards. This has caused difficulties for beginners and during the handover of duties, making the establishment of a standard bidding manual a long-standing demand from field staff.
Bidding is a core administrative task directly linked to efficient budget execution and is an important means to provide better benefits to more residents with the same budget.
Recognizing the importance of bidding, Mapo-gu carried out the third organizational restructuring of the 8th popularly elected administration in January this year, establishing a dedicated "Bidding Team" to strengthen the professionalism and transparency of bidding operations.
The main objective of this service is to develop standard guidelines that can be practically applied throughout the entire process?from planning before contract initiation, to preparing statements of work, and conducting the bidding process. The project will also develop type-specific checklists and standard templates for statements of work that can be used in construction phases such as architecture and civil engineering.
After the manual is established, the district plans to enhance professionalism and consistency in operations by providing training to all employees.
Park Kangsu, Mayor of Mapo-gu, stated, "According to the principle that small amounts should be saved and large amounts should not be spared, transparency and systematic management at the bidding stage are essential." He added, "Through this service, we hope to enhance the professionalism and consistency of bidding operations and promote more transparent and efficient public contracts."

On May 12, Mapo-gu held a kick-off meeting for the "Development of Mapo-gu Standard Manual for Transparent and Efficient Bidding Operations," where the district shared the direction, schedule, and details of the project before officially launching the service.
