Goheung County Achieves First-Ever Top Rank in Jeollanam-do in Government Joint Evaluation
Securing 175 Million Won in Project and Reward Funds
Goheung County (Governor Gong Youngmin) announced that it ranked first overall among the 22 cities and counties in Jeollanam-do in the "2025 Government Joint Evaluation (2024 Performance)."
This is the first time in the county's history that it has achieved the top overall ranking, and it is a result that externally recognizes the administrative capacity and policy implementation power of Goheung County.

View original imageThe Government Joint Evaluation, conducted annually by the Ministry of the Interior and Safety, is a comprehensive assessment of all administrative areas, including state-delegated tasks performed by local governments, projects subsidized by the national treasury, and major national policies.
The Ministry of the Interior and Safety evaluates 17 metropolitan cities and provinces, while Jeollanam-do evaluates 22 cities and counties within the province. The evaluation is divided into a quantitative assessment, which checks whether targets have been achieved, and a qualitative assessment, which selects outstanding cases for each indicator.
In the quantitative assessment, the county achieved 82 out of 84 indicators, including the identification and improvement of regulations proposed to central government ministries, public childcare utilization rate, support for at-risk youth, and promotion of local government mutual payment systems, securing an overwhelming first place among the 22 cities and counties in Jeollanam-do.
In the qualitative assessment, the county showed a high achievement rate, with 15 out of 16 indicators being selected as outstanding cases. These included the creation of a pregnancy and childbirth-friendly environment, establishment of emergency patient transport and admission systems, inter-local government cooperation, and the promotion of policies to expand cultural accessibility.
The county demonstrated balanced administrative capacity by achieving strong results across most areas, including welfare, economy, environment, finance, agriculture, and safety, and achieved the best performance in the province for many indicators.
As a result of this top overall ranking, the county will receive a total of 175 million won in financial incentives, including 150 million won in project funds and 25 million won in reward money.
Governor Gong Youngmin stated, "Ranking first overall in the Government Joint Evaluation is not just a report card, but a symbolic result that demonstrates Goheung County's administrative capabilities and potential to the outside world. This achievement was possible thanks to all public officials doing their best in their respective fields," adding, "We will continue to pursue administration that proves its effectiveness through policies that bring real changes to the lives of our residents."
Based on this achievement, the county plans to further enhance the quality of overall administration and intensify efforts to discover and implement tailored policies that bring tangible changes felt by residents.
