View original imageOn April 28, Oh Sehyeon, Mayor of Asan City, Chungcheongnam-do, stated in a written Q&A that if negotiations regarding the establishment of Tangjeong 2 High School (tentatively named Tangjeong High School) are delayed, the city will proceed with expropriation.
Mayor Oh explained that if negotiations between landowners and the project developer are delayed, the city will have no choice but to push forward with the project through the legal expropriation decision process. However, he reiterated his intention to achieve an amicable resolution through negotiations whenever possible.
Following Mayor Oh's first official approval after taking office, the city plans to proceed without delay with all necessary administrative procedures, including the urban planning facility decision and implementation plan approval. If negotiations are not reached by a certain point, the city will initiate the expropriation decision process in accordance with the Act on Acquisition of and Compensation for Land, etc. for Public Works Projects.
However, the city intends to prioritize building trust with landowners over compulsory procedures, and will continue to create opportunities for dialogue in cooperation with Chungcheongnam-do Province and the Chungcheongnam-do Office of Education.
To this end, the city also plans to implement practical persuasion measures, such as establishing fair appraisal standards, ensuring fairness through multiple appraisal agencies, and providing information on livelihood support and relocation assistance programs.
Mayor Oh stated, "The establishment of Tangjeong High School is an urgent task that reflects the earnest demands of students and parents and the need to improve the educational environment, which is why I selected it as my first approval agenda item." He added, "This project is essential to resolve the issue of overcrowded classes in the Tangjeong and Baebang areas and to meet the demand for educational infrastructure resulting from new city development."
Meanwhile, Tangjeong High School is planned to be newly established in Galsan-ri, Tangjeong-myeon, Asan City, with 45 classes and a capacity of 1,169 students. Although the original goal was to open in March 2026, the opening has been postponed to March 2028 because the project developer, Tangjeong Jeilsandan, failed to meet the land acquisition requirements.
