At a meeting with department and bureau heads held in the provincial government’s main conference room that day, Governor Kim stated, "For areas where support from the Ministry of Environment is insufficient, the province will take steps to supplement it," and added, "Please consider whether there are ways for direct provincial financial support or other methods, including additional compensation."
He continued, "Since water supply and sewage projects are supported by the central government anyway, residents probably do not even consider these as support," and said, "Please look into whether there are other projects for the local economy or development that can meet the residents' demands."
Governor Kim also called for active cooperation with the Ministry of Environment and other central government agencies.
He said, "The current stance and attitude of the Ministry of Environment alone cannot persuade the residents," and instructed, "Please provide support and cooperate in advance so that there is no gap in perception between the government and the residents."
He added, "Also, consult so that detailed answers can be received regarding the seven proposals requested by the Cheongyang County Governor to the Ministry of Environment."
Previously, on the 27th, the first meeting of the residents' consultative body to discuss whether to proceed with the Jicheon Dam construction was held without the participation of residents opposing the project.
It is reported that, since the first meeting, the opposing residents have not expressed their intention to participate in the consultative body.
Regarding this, Governor Kim said, "Please continue to persuade the opposing residents to attend the consultative body by providing accurate information and resolving any misunderstandings."
Meanwhile, the Ministry of Environment announced the Jicheon Dam, with a storage capacity of 59 million cubic meters, located in the Jangpyeong-myeon area of Cheongyang and the Eunsan-myeon area of Buyeo, as a candidate site for a climate environment dam. However, due to opposition from local residents, a consultative body was formed to discuss whether to proceed with construction.
Based on the results discussed by the consultative body, which is composed of local residents, experts, and city and county officials, a basic planning study will be carried out, after which the final decision on whether to designate the site as a candidate is expected to be made.
