94% No Response to Gwangju Office of Education's Legislative Notice
67 Out of 71 Cases Had "No Opinions" in Two Years
Calls for "Substantial Communication"
The rate of public opinion collection during the legislative notice process for autonomous regulations by the Gwangju Office of Education has been found to be low. With both the submission and reflection of opinions remaining sluggish, there are growing calls for institutional improvements to enhance the effectiveness of the legislative process.
The civic group "Society Without Academic Cliques" stated on the 31st, "From 2023 to this year, out of 71 legislative notices conducted by the Gwangju Office of Education, no opinions were submitted for 67 cases, which accounts for 94% of the total."
A legislative notice is a procedure to inform the public in advance of the main contents when enacting or amending regulations and to collect citizens' opinions. However, in reality, public participation is not active, and even the few opinions submitted are mostly limited to simple wording corrections.
The organization emphasized, "Currently, the methods for submitting opinions are limited to fax and mail, and there are insufficient procedures to separately hear from experts or stakeholders," adding, "Citizen participation in the legislative process should be more convenient and substantial."
The lack of promotion of legislative notices by each department within the Gwangju Office of Education was also mentioned. The organization said, "More active information sharing and efforts to collect opinions are needed," and expressed hope that "improvement measures will be prepared by referring to outstanding cases from other cities and provinces." They further proposed, "We hope legislative notices become an opportunity to enhance the quality of policies rather than a mere formality," suggesting the institutionalization of performance disclosure and opinion collection procedures.
