Jeong Cheol, Jeonnam Provincial Assembly Member: "Provincial Office of Education Inadequately Responds to Special Autonomous Province Education Exceptions"
Pointing Out the Lack of Prior Consultation and Strategy
Jeong Cheol, a member of the Jeonnam Provincial Council (Democratic Party of Korea, Jangseong 1), stated on the 26th that during a recent meeting on educational special provisions for Jeonnam Special Self-Governing Province, he pointed out the insufficient response of the Jeonnam Office of Education and emphasized the need for close prior communication and strategic consultation with the provincial council.
Jeong said, "It is regrettable that the Jeonnam Office of Education did not sufficiently organize its position in advance and responded passively to policy proposals," adding, "Given that the designation of Jeonnam Special Self-Governing Province was proactively promoted through a study by the Jeonnam Research Institute, the delayed discussion on reflecting the voice of the Office of Education and educational special provisions is a serious issue."
In particular, he stated, "Despite having an Education Policy Research Institute and its own research functions under the Jeonnam Office of Education, the lack of separate response research or consultation during the process led by the Jeonnam Research Institute is an example of administrative communication breakdown," and continued, "Since there is currently no regular consultation channel among the Office of Education, the Provincial Government, and the Provincial Council, and the council is acting as a bridge, we must actively utilize this as a practical cooperation platform."
Jeong emphasized, "Educational special provisions are a core issue directly related to the educational environment and rights of residents, so proactive measures are more important than reactive ones," and added, "The council and the Office of Education must work together to enhance the effectiveness of policy implementation."
He further stated, "The designation of Jeonnam Special Self-Governing Province could be a major turning point for the future of education in Jeonnam," and added, "We must no longer remain passive, but actively engage in proactive and leading policy research and proposals to ensure the inclusion of educational special provisions."
