The 'Constitutional Scholars' Meeting for the Restoration of Constitutional Order,' composed of constitutional law experts, urged Prime Minister Han Deok-su to promptly appoint Ma Eun-hyuk as a Constitutional Court Justice candidate.
On the 25th, the Constitutional Scholars' Meeting stated in a position paper regarding the impeachment trial decision of Prime Minister Han, "Although the Constitutional Court's conclusion was dismissal, Prime Minister Han must take the significance of this decision seriously," urging accordingly.
They argued that since five of the eight justices recognized Prime Minister Han's failure to appoint a parliamentary-elected justice as unconstitutional and illegal, it is difficult to see the dismissal of the impeachment as indicating no problem.
The Constitutional Scholars' Meeting explained, "One justice did not find the failure to act unconstitutional or illegal, but this was because a considerable period had not passed since Prime Minister Han received the notification of the justice's election from the National Assembly, not because the failure itself was without issue."
They added, "Now, three months have passed since the National Assembly notified the selection of the justice, so a considerable period can be considered to have elapsed, and even if calculated from the time of the Prime Minister's return to office, this period will soon pass."
They also pointed out that President Yoon Seok-yeol's impeachment trial verdict should be delivered by a nine-member bench. The Constitutional Scholars' Meeting stated, "The presidential impeachment trial must be adjudicated by the nine-member bench as stipulated by the Constitution," adding, "This is the constitutional intent and the mandate of the people."

They further added, "The presidential impeachment trial should be conducted in a manner that restores the constitutional order, so there must be a substantive judgment on the merits."
