749 Crackdowns... First Fines Imposed on Local Political Parties
Gwangsan-gu in Gwangju has imposed fines totaling approximately 218 million won for 749 cases of illegal banners this year.
According to Gwangsan-gu on the 19th, the district has been enforcing a zero-tolerance policy against illegal banners that undermine urban aesthetics and threaten citizen safety, continuing crackdowns and imposing fines since last year. In particular, since the amendment of the Outdoor Advertising Act Enforcement Decree in January last year, strict legal installation standards have also been applied to banners of political parties.
Gwangsan-gu requested voluntary compliance from each political party through official documents and meetings, but as political party banners that violated installation regulations proliferated during the Lunar New Year holiday, the district imposed fines of 19 million won on 61 illegal political party banners for the first time in Gwangju last February. As a result of continued crackdowns, as of the 18th, a total of 749 cases have been fined, with political party banners accounting for 149 cases (47 million won), which is about 20% of the total.
The district plans to continue strong enforcement in accordance with principles. An official from Gwangsan-gu stated, "Although there is some backlash against the fines, we will respond firmly to illegal banners to keep our promise to citizens."
Meanwhile, under the Outdoor Advertising Act, political party banners are limited to an installation period of 15 days, and must be installed at a height of at least 2.5 meters above the ground near crosswalks and intersections.
