Expansion of 'Culture Welfare Card' Benefits for Jeonnam Youth
For Residents Aged 19 to 28 Who Have Lived in Jeonnam for Over Two Years

Jeollanam-do is accepting applications for the 'Youth Culture Welfare Card,' which supports youth cultural and leisure activities, on a rolling basis until June.
The 'Jeonnam Youth Culture Welfare Card' has been implemented since 2022 to expand youth access to cultural experiences and support self-development. It is the nation's first policy to provide cultural welfare benefits to youth without income restrictions. With this card, young people can enjoy a variety of cultural and welfare benefits, such as attending performances, enrolling in academies, purchasing books, and using sports facilities.
Eligible applicants are youth aged 19 to 28 who have resided in Jeonnam for at least two years as of before March 4, 2023. Each person receives 250,000 KRW per year. Even if you received support last year, you must reapply if you meet this year's criteria.
Applicants living in cities can apply online through Gwangju Bank, while those in counties can apply via the Nonghyup Card website. It is also possible to apply in person at the local community service center listed in your resident registration.
Notably, starting this year, the process for registering affiliated stores has been further simplified. Businesses registered with card companies under cultural welfare-related industries are now automatically designated as affiliated stores. Previously, if automatic registration was not possible, individual applications had to be submitted to city or county offices, but now registration can be completed simply by changing the business category through the card company's customer service center.
Kim Myungshin, Director of Population and Youth Policy at Jeonnam Province, said, "The Youth Culture Welfare Card project will invigorate cultural and leisure activities for young people and have a positive impact on the regional cultural industry."
