Seoul Metro (President Baek Ho) announced on the 4th that it has appointed Han Young-hee as the new Head of the Planning Headquarters.
The Planning Headquarters, led by an executive director, is a newly established position as of August 12, 2024, following the organizational restructuring of Seoul Metro. It oversees the company’s mid- to long-term management strategies and business planning.
The term of the new Head of the Planning Headquarters is three years. (March 4, 2025 ? March 3, 2028)
Han Young-hee, a former administrative examination official, began her career in April 1995 as an administrative officer for Seoul Metropolitan Government. Over nearly 30 years of public service, she has held key positions such as Deputy Mayor of Seongdong District Office (2019), Director of the Seoul Metropolitan Government Finance Bureau (2023), and Head of the Seoul Arisu Headquarters (2024), leaving significant achievements.
While serving in Seoul City, Han, an expert in finance and budgeting, led various projects including securing over 100 billion KRW in interest income through deposit products to address revenue and expenditure imbalances, and successfully executing a large-scale property exchange worth 54.5 billion KRW.
Additionally, during her two-year tenure as Deputy Mayor of Seongdong District from January 2019, she was regarded by Seongdong District employees as "the most respected Deputy Mayor in history."
Han Young-hee stated, "I will further strengthen Seoul Metro’s mission to provide safe urban railways and convenient transportation services," adding, "Based on fare rationalization, financial expansion, and debt management, I will work together with employees to resolve the major issues facing the company."

However, both inside and outside the company, there are evaluations that Han Young-hee, a former Head of Seoul Arisu Headquarters who rose to Grade 2 (Director General) in Seoul City through the administrative examination, is somewhat under-ranked for the position of Head of the Planning Headquarters at Seoul Metro, with comments such as "It might be acceptable if she were a Vice President, but the rank seems somewhat low."
