As the United States halts graduate support through federal funding and cuts research budgets, Chinese universities have presented unprecedented admission conditions to attract graduates from leading American universities back to China.
According to the South China Morning Post (SCMP) on the 24th, Fudan University, a public university located in Shanghai, recently announced in its "2025 Freshman Admission Notice" that Chinese students who completed their undergraduate studies overseas will be admitted directly into doctoral programs. This means waiving the usual requirements of a master's degree or recommendation letters from Chinese universities for doctoral admission. The target applicants are students enrolled in the world's top 100 universities or excellent departments, and the recruitment fields include 18 departments such as computer science, biology, medicine, engineering, clinical medicine, and other advanced fields.
SCMP noted that although Fudan University has been offering direct doctoral admission opportunities to international students since 2022, the 2025 admission notice released this month sparked heated debate as it coincided with the reduction of graduate programs by American universities due to financial difficulties and political pressure.
On the 27th of last month (local time), the U.S. Office of Management and Budget (OMB) issued a presidential memorandum urging a "temporary pause" on grants and loans funded by federal money. The related executive order was initially blocked by federal judges and later withdrawn by the OMB. According to the original guidelines, funding for thousands of programs, including STEM (science, technology, engineering, and mathematics) research and student success initiatives, was scheduled to be suspended primarily by the 10th of this month.
The academic community in the U.S. was shaken. Some universities attempted to reduce graduate student recruitment in line with the announced government policy but faced backlash. Vanderbilt University in Tennessee announced on the 15th (local time) a temporary suspension of graduate admissions but reversed its stance amid strong opposition, stating that the decision would be made at the institutional level. The Graduate Workers of Columbia University cited faculty remarks on the 1st of this month (local time) to announce that the number of doctoral admissions for the College of Arts and Sciences in fall 2025 could be reduced by up to 65%.
An anonymous Fudan University professor emphasized to SCMP that "in a situation where the U.S. is drastically cutting research funding and becoming increasingly unfriendly toward China, continuing studies at prestigious domestic universities is the best choice for students." Chai Sanpa, director of the Higher Education Research Institute at Tongji University in Shanghai, also evaluated, "Fudan University's policy is worth promoting," adding that "it not only provides opportunities for outstanding students who wish to continue their studies domestically but also diversifies the university's talent recruitment channels."

Efforts by universities across China to attract outstanding Chinese talent abroad are ongoing nationwide. Tsinghua University, regarded as a prestigious institution, announced in August last year that it had started recruiting outstanding Chinese students from overseas universities for specific doctoral programs. Westlake University in Hangzhou also announced in October last year that outstanding Chinese students from overseas universities could apply for joint research doctoral programs in four fields: mathematics, materials engineering, computer science, and environmental science.
