On the afternoon of the 17th, despite the mercury dropping below freezing, Lee Sang-il, Mayor of Yongin City, Gyeonggi Province, visited the construction site of the 'Gyeongnam Honorsville Decent' apartment complex in Yangji-myeon, Cheoin-gu. This was his fourth visit since he first came to the site on December 3rd of last year.

View original imageThis apartment complex has faced delays in completion, nearly two months past the original move-in date of December 31st last year, due to conflicts over defects during the pre-occupancy inspection process. Mayor Lee has made it clear that "usage approval will not be granted until defect repairs are perfectly completed," and repair work is still ongoing.
This visit was prompted by the fact that despite repeated calls for the construction company to resolve the defect repairs, the issues have not been properly addressed, leading to growing distrust among prospective residents toward the construction company, Gyeongnam Enterprise.
At the site, Mayor Lee expressed to the prospective residents, "I deeply regret that your expectations to live in a newly built apartment have been shattered due to poor quality and defects," and added, "The city has made many mediation efforts, but since defect repairs have not been perfectly completed, causing delays in move-in, we will do everything possible to resolve this issue."
The mayor inspected the leaking areas from the basement level 2 up to the ground floors, and personally examined places where defect controversies arose, including the children's playground, the exterior walls of the daycare center, the recycling station, and bicycle parking facilities.
During a meeting with the construction company and prospective residents, Mayor Lee said, "I have come again because the defect issues remain unresolved," and urged, "Since distrust and dissatisfaction toward the construction company seem to have increased among prospective residents, I hope the construction company will take more proactive measures to prevent prolonged delays in move-in."
Mayor Lee particularly reiterated, "The city's principle is clear: usage inspection approval cannot be granted until defect issues are perfectly resolved." He also expressed his determination, saying, "This incident will serve as a turning point to show that substandard apartment construction will no longer be tolerated in Yongin."
Regarding the requests from prospective residents to extend the maturity of their interim payment loans due to move-in delays, the mayor urged the company to engage in active discussions. He stated, "If prospective residents face situations where they become credit delinquents, it will not only become a serious social problem but also negatively impact the corporate image. Therefore, I ask the SM Group, the parent company, to actively discuss this matter."
